Competitive rates can be negotiated.  Full service of 3.5% of construction costs has been applied in the past.  If partial responsibility and service can be arranged then a lower fee can result.

An important aspect for the bureaucracy is the business principle is that quality of service value is not related to attaining the cheapest tender.  It is value for money and the ongoing benefits of the architectural solution on maintenance energy efficiency and customer satisfaction that determines the true cost of a service.
